This light is an absolutely stunning piece! The photos do not do the lustre justice!
It is certainly a vintage piece, and we believe it is German, by Helena Tynell for Limburg, 1960-69. However, it is unmarked.
The light is sold as needing rewiring (at worst this would be a new cable and bulb holder) as it has not been tested. It will need to be checked and fitted by a suitably qualified person.
